However, if you are looking for the coldest permanently inhabited place on Earth, it is Oymyakon in the Siberia area of Russia. Oymyakon has an annual average temperature of just 3° F, and the coldest month, January, has an average temperature of minus 58° F (minus 50° C) . In 1933, Oymyakon recorded its lowest temperature of minus 67.7° C.
